What changed for international students in 2026

Canada’s study-permit system tightened again in 2026: field-of-study requirements for PGWP eligibility, the designated learning institution (DLI) list, provincial attestation letters (PAL) for most new applicants, and proof-of-funds requirements. The practical effect is that your program choice and your institution now decide your post-graduation work permit options.

TL;DR

  1. PGWP eligibility now depends on your field of study and your institution.
  2. The DLI list matters — a non-DLI program does not lead to a PGWP.
  3. Provincial attestation letters (PAL) are required for most new study-permit applicants.
  4. Proof-of-funds thresholds increased.
  5. The OINP student stream closed in June 2026 — the study-permit to PR path now runs through a job offer or Express Entry.

Field-of-study and the DLI list

PGWP eligibility is now tied to fields of study that are in demand — and your institution must be a designated learning institution. Check both the DLI list and the field-of-study list before you enrol. A program that is not on the list does not lead to a PGWP, and without a PGWP the post-graduation path to PR is much harder.

Provincial attestation letters and proof of funds

Most new study-permit applicants need a provincial attestation letter from the province where they will study. Proof-of-funds requirements increased — check the current figure on Canada.ca before you apply.

Processing times

IRCC publishes processing times for study permits and updates them regularly. Times vary by country of application and by the completeness of your documents. Check the official IRCC processing times page for the current figure rather than relying on older guides.

The study-permit to PR path after the OINP student stream closed

Ontario’s International Student stream and the Masters Graduate and PhD Graduate streams all closed in June 2026. The study-permit to PR path now runs through a job offer — the Ontario Workforce Priority stream — or through federal Express Entry after PGWP experience. Our student stream successor page maps the current options, and the study-permits guide covers the study-permit side.

Does my program choice affect my PGWP?

Yes. PGWP eligibility is now tied to fields of study that are in demand, and your institution must be a designated learning institution. Check both lists before you enrol.

What is a PAL?

A provincial attestation letter is a document from the province where you will study, confirming your study permit application. Most new study-permit applicants need one.

What is the fastest route from study permit to PR in Ontario?

After the OINP student stream closed, the path runs through a job offer — the Ontario Workforce Priority stream — or through federal Express Entry after PGWP experience.

How long does a study permit take in 2026?

IRCC publishes processing times on Canada.ca and updates them regularly. Times vary by country of application and by the completeness of your documents.
